韦氏词典上例句有如此一个解释

就拿第一个例子来讲，the thing指的是country还是Ireland，我觉得指的是country，请各位朋友品鉴一下这里的逻辑。
refer to为短语动词，有二个基本使用方法。
sb refers to sth. 某人提到/提及某事。此时的refer to意为talk or write about sth, 提到、提及。为动态动词。比如：
No onereferred tothe incident.
Sth refers sth. 某事指的是某事。此时 refer to意为 relate to, 涉及、与...有关。比如：
The word “finch”refers toa kind of bird.
